The Council of the European Union (including Bulgaria) decided to join Ukraine and Moldova in the "Roam like at Home" agreement from January 1, 2026. Citizens of Ukraine and Moldova will enjoy the same benefits as EU citizens in all 27 EU countries. We have achieved internal market access because we have completed all the necessary procedures and the EU has confirmed this. Therefore, Moldovans and Ukrainians in the EU, as well as EU citizens in Moldova and Ukraine, will be able to make calls, send texts, and use mobile data at no additional cost, just as they would in their own countries.
